TORONTO, ON, September 2, 2026 — Medchart, Canada's medical record request and release platform, today launched a dedicated medical records service for claimants under the Pan-Canadian Claimants' (PCC) Compensation Plan, the $2.521 billion fund set aside for eligible claimants outside Quebec under Canada's tobacco settlement. Claimants have until September 3, 2027, to file.
Medchart is working with the official agent for the PCC Compensation Plan, Epiq, to play a vital role in gathering and facilitating medical records critical for eligibility.
Eligibility turns on medical evidence. A claim requires documentation of a qualifying diagnosis — primary lung cancer, squamous-cell throat cancer, or severe emphysema or COPD at GOLD Grade III or IV — made between March 8, 2015, and March 8, 2019. For many claimants, that means tracking down records from clinics, hospitals, and specialists they may have seen a decade ago, some of which have since closed, merged, or changed systems.
That's the work Medchart does. Claimants provide their information and sign a consent authorization. Medchart collects the records from identified providers and returns them organized and ready to submit.

CLAIMANTS WHO MAY BE ELIGIBLE MUST MEET ALL FOUR CRITERIA
- Smoked eligible brands — Imperial Tobacco, Rothmans Benson & Hedges, or JTI-Macdonald — between January 1, 1950, and November 20, 1998, in the quantity the settlement requires. You can check your eligibility here.
- Were diagnosed with primary lung cancer, squamous-cell throat cancer in a qualifying location, or severe emphysema or COPD (GOLD Grade III or IV) between March 8, 2015, and March 8, 2019
- Lived in Canada at the time of diagnosis and live in Canada today
- Were alive on March 8, 2019 (estates may claim where the claimant died after that date)
